An organizational and economic mechanism for increasing the level of cohesion in territorial and economic systems has been developed, which consists in the application of tools for attracting resources from the European structural funds and the SFRD, tax revenues from local budgets for initiating investment in regional projects of recovery, sustainable development, and the welfare of communities, administrative, credit, innovative -oriented tax, information and analytical support for the implementation of the 5 imperatives of the national cohesion policy formulated in the study, which include: stimulation of social entrepreneurship, employment and reproduction of human capital; post-war recovery planning based on economic cooperation networks; activation of growth poles and structural modernization of the economy; reduction of differentiation of indicators of community budgets; the complementarity of the national governance system with the provisions of the European Cohesion Policy, which contributes to the science-based implementation of Programs 2, 5, 10 of the Recovery Plan of Ukraine, goal No1 of the State Strategy for Regional Development and the Plan for Reforming Local Self-Government in Ukraine for the period until 2027.
