The object of the study is the budget revenue formation system. The subject of the study is the theoretical principles and mechanisms of budget revenue formation as a tool that impacts economic development and macroeconomic stability. The author used a systematic approach, dialectical method, formalization, analysis and synthesis, comparison, generalization and systematization, historical and logical approach, economic-mathematical modelling, statistical and graphic analysis, abstraction and expert evaluations. A structural-functional model of the fiscal policy instruments' influence on aggregate demand dynamics is proposed. Provisions regarding the impact of tax policy instruments on economic development have been improved. Measures for forming budget revenues in countries that participated in intense military conflicts have been systematized. The tax policy formation mechanism has been developed, considering the transformation of the system of inter-budgetary relations under fiscal decentralization. The main priorities for improving the efficiency of the state and local budgets' revenue formation system are substantiated. The prerequisites for introducing a progressive income tax scale have been determined. An approach was developed, and the level of government fiscal security was assessed, considering the challenges and features of martial law.
