The purpose of the scientific work is to substantiate the theoretical and methodological foundations and develop effective practical mechanisms for the digital transformation of Ukraine's economy as a national priority for development and national security, which combines economic, organizational, legal and informational aspects. Research methods – system analysis, probability theory apparatus, correlation and autoregression analysis, statistics. A conceptual economic-mathematical model for monitoring the digital transformation of the economy and a multi-level system of socio-economic and organizational assessment of the digital transformation in conditions of external and internal threats both in Ukraine and in other countries of the world have been developed. Practical recommendations on the harmonization of regulatory and legal support in the field of digital transformation of the economy of Ukraine in the context of European integration processes have been developed. A further, qualitatively new level of development has been achieved: conceptual and categorical apparatus for all components of digital transformation; systematization of problematic issues regarding the mechanism of interaction "International institutions" - "State authorities in Ukraine" - "Subjects of production of information and communication and digital technologies on the international and domestic market" - "Consumers of services in the field of information and communication and digital technologies"; provisions regulating the conceptual foundations of the digital transformation of Ukraine's economy; recommendations of official documents of international institutions and experience of EU countries regarding practical aspects and "best practice" of digital transformation.
