The purpose of the study is to solve the scientific and applied problem of developing, on the basis of legislation, scientific provisions, results of the practice of bodies and institutions of execution of criminal sentences and foreign experience of the leading EU countries, the main directions and recommendations for reforming the penal system and transforming it into a penitentiary system of a new European model. The work uses a range of general scientific and special methods, including: hermeneutical, historical and legal, comparative legal (comparative), systemic and structural, formal and logical, sociological, structural and functional, dogmatic, statistical; modeling method, etc. The research is the first comprehensive, interdisciplinary, qualification scientific work in Ukraine that solves an important scientific problem of Ukraine's European integration in the penitentiary sphere.
