It is scientific knowledge, experience, high standards of research, and a well-developed research infrastructure that guarantee long-term successful cooperation between the EU and other countries. Cooperation between Ukraine and the EU in the field of scientific and technical cooperation is developing quite actively. The productivity of EU-Ukraine cooperation largely depends on “the implementation of joint projects aimed at developing joint educational programs.” In the context of Ukraine's European integration transformations, the issue of young scientists' labor remains one of the key issues. It is necessary to update the system of remuneration of scientists, which should be competitive, multichannel, and facilitate the attraction of the best specialists (including young scientists) to the industry and promote their return to Ukraine. In this case, the human scientific potential will be able to conduct high-quality research of a high level and ensure the creation of competitive scientific developments. The situation under consideration requires changes to the legislation, first of all, supplementing the Law of Ukraine “On Scientific and Scientific-Technical Activities” with provisions on the legal status of research infrastructure specialists as subjects of scientific activity: recognizing a research infrastructure specialist as a subject of scientific activity; defining the term “research infrastructure specialist”; establishing the scope of their rights and obligations; defining state measures for social support of this category of subjects of scientific activity.
