A concept, as well as mathematical and software tools, for determining the ecological effectiveness of management decisions has been developed. An approach to the construction and optimization of air quality control systems in the context of providing information for decision-making has been proposed. The study introduces methodologies, mathematical models, and software tools for assessing the impact of thermal power plants, their ash disposal sites, and other energy-related facilities on atmospheric air quality. Recommendations for the implementation of the European Green Deal tools in the context of sustainable energy development in Ukraine have been developed. The potential for the implementation of "green" certificates in Ukraine's energy sector has been explored. The study proposes options for utilizing and implementing the obtained results, particularly in the training of specialists in higher education institutions in relevant fields.
