The subject of the study is the improvement of the management of the system of socio-economic relations in the territorial communities of Ukraine in the discourse of economic theory and management in the context of digital changes of modern times. Achieving the set goal determined the formulation and solution of the following methodological and practical tasks: based on the study of applied aspects of structural changes in management, determine the degree of validity of theoretical concepts in order to identify the basis of management of the system of socio-economic relations in the discourse of economic theory and management; conduct a comparative analysis of the level of development of the internal structure of the system of socio-economic relations on the basis of social responsibility in the conditions of a dynamic external environment; determine the peculiarities of decision-making in public administration, in particular, the theoretical and methodological foundations of the formation of procedures and the content of processes; to systematize the experience of forming strategic areas of personnel management, territorial marketing as a tool for the development of territorial entities and proposals for adaptation. Results: theoretical and methodological aspects of structural changes are defined; the impact of innovative management tools on business efficiency was analyzed; the possibilities of managing the system of socio-economic relations in the territorial communities of Ukraine have been improved. Scope of: application of the methodology of conceptual awareness and systematic research of approaches to the management of the components of the strategic potential of the economy in the discourse of economic theory and management.
