The aim is to improve the implementation of European human rights standards in the Ukrainian legal system and create effective mechanisms for their realization. The methodology includes philosophical foundations of anthropology and social determinism, general scientific and special legal methods. A distinctive feature is the application of a needs-based approach to reveal the social essence of the studied guarantees. Scientific novelty lies in developing a modern categorical apparatus, characterizing the peculiarities of human rights protection under martial law, and creating a concept for implementing EU standards considering national specifics. Theoretical results include developing principles for evaluating the effectiveness of norms that enshrine EU human rights standards and improving the terminology of human rights research. The significance of the work lies in contributing to the Europeanization of Ukraine's legal system, aligning the legal status of Ukrainian citizens with EU citizens, enhancing human rights protection, and ensuring fair compensation for victims of violations by the Russian Federation.
