Mechnikov National University popup.description2  It has been proven that multi-level factors are the causes and consequences of challenges and threats to the stability of the system of international relations and international security being the result of previous conflicts, embodied in the full-scale Russia’s aggression against Ukraine. They radically changed the geopolitical and security environment, returning the hard power factor as a tool of states’ foreign policy and resulted in strategic competition between nuclear states. First time, atypical factors affecting international relations and international security have been identified (COVID-19 pandemic, Russian anti-Ukrainian narratives and disinformation as a tool for pressure and manipulation of public opinion and political attitudes in Central-Eastern Europe, the Black Sea region, Latin America, and the phenomenon of international aid to Ukraine intending to strengthen defense capability, resistance, mitigating and overcoming negative consequences in Ukraine and beyond. It has been established that the study of multi-level factors in the formation of the international relations system are interrelated and cover all levels and directions of international actors’ interaction. Methodological principles for conducting research at global, regional and local levels have been developed. The problems of studying individual factors of the formation of the international relations system in the current geopolitical conditions have been created. The basic provisions of the theoretical part of the study are deepened and detailed on the specifics of the existing factors, and their impact on the foreign policy and security strategies of leading global and regional actors. The peculiarities of implementing national interests and priorities of individual state and non-state actors within the framework of a comprehensive approach to forecasting the further development of the international relations system have been determined, systematized and analyzed.
