Purpose of the workis to conduct monitoring in the innovation and S&T sectors, perform calculations, and identify differences between Ukrainian and international statistics. Organizational and methodological problems of official statistics in Ukraine in the fields of science and innovation have been identified, which include delays in the implementation of improved indicators, simplification of formats, unsatisfactory data detailing, and artificial complications in accessing microdata, among others. Based on a critical analysis of the available statistical data, the inconsistency of state S&Tpolicy with the needs of economic development has been demonstrated. The relationships between key indicators of scientific and technical activities, particularly the R&D intensity of GDP and labor force, have been studied, confirming the divergence in the trajectories of S&T and innovation development in Ukraine and the EU. It was determined that the innovation activity of enterprises remains at a low level. At the same time, R&D plays a relatively important role in innovation activities, as about one-third of innovation expenditures are spent on obtaining R&D results. Using scatter plots, an empirical link between foreign direct investment in industry and the volume of innovative products, as well as the novelty of innovations in Ukraine, was identified. However, its validation requires access to detailed or microdata. The results of the work can be used by the Ministry of Education and Science, the Ministry of Economy, the State Statistics Service, and other central executive bodies during the development and implementation of S&T and innovation policies to enhance their effectiveness, as well as to improve the monitoring system of the science and innovation sector in line with best European practices.
