The purpose of the study is scientific and theoretical substantiation of the mechanisms for strengthening the resource capabilities of the national cyber security system of Ukraine and the development of recommendations for their practical implementation for effective countermeasures against cyber threats in the modern security environment. Research methods - a complex of general scientific and special research methods was used for the research. In particular, a systematic analysis of scientific sources, information-analytical materials and normative legal acts was used, the formation of an array of data on international experience in the development of state policy in the field of cyber security; the method of comparative analysis, classification and generalization of scientific data, which together make it possible to fulfill the tasks and achieve the goal of research work, as well as the dialectical method, structural and functional, generalization and modeling. As a result of the implementation of this NDR, recommendations on mechanisms for strengthening the resource capabilities of the national cyber security system of Ukraine were drawn up, the ways of improving the national cyber security system were substantiated, and the need for the use of resource support (technical, technological and educational) to strengthen the capabilities of the national cyber security system of Ukraine was substantiated.
