The subject of the study is the institution of the welfare state in Ukraine and the possibilities of its establishment. The purpose of the first stage of the study is to summaries and structure the problems of establishing a welfare state in the context of a prolonged war and post-war development. The challenges of implementing the principles of the welfare state in the context of global uncertainty are highlighted. An analytical assessment of the existing approaches and instruments of social policy in Ukraine is carried out in terms of their compliance with the principles of the welfare state. Disproportions and inequalities in Ukrainian society are identified and summarized, and their impact on the living standards of the population is determined. A comparative analysis of the features of social protection models in Ukraine and Lithuania is carried out. The study substantiates the mutual influence and interdependence of the quality of life and social inequality of Ukrainian society in the pre-war period, identifies the features and directions of the Baltic countries' macro-financial assistance to Ukrainian society in the context of a prolonged war. At the first stage of the study, the author substantiates the key factors of global instability (political, demographic, macroeconomic, institutional, digitalisation, etc.) that determine the possibility of the welfare state and its modification in the Ukrainian context, identifies inequalities in the functioning of social and labour relations in Ukraine and the ways to minimise them.
