A set of composite and integral indicators of the manifestation of the consequences of COVID-19 has been formed. Fluctuations in the development of countries worldwide due to the pandemic have been measured, which allowed us to conclude that the economic and financial-budgetary components significantly influenced the well-being of countries worldwide during the pandemic. In contrast, a decrease in the influence of political-institutional indicators was observed, which contributes to the justification of the real reasons for the non-resilience of the national economy to public health challenges. The methodology for assessing the retrospective and marginal predicted efficiency of the system of medical and social security of the population has been improved, which made it possible to determine the degree of influence of regressor factors on the efficiency of national systems of medical and social security, to substantiate development opportunities and reserves for increasing their efficiency under the impact of the COVID-19 pandemic. A model for verifying the main channels through which COVID-19 affects the population's medical and social security has been developed. It made it possible to identify transformations of cause-and-effect relationships between indicators of medical and social direction in the pre-pandemic and pandemic periods.
