The subject of the study is to establish criteria and conditions for ensuring the protective properties of primary shelters. The research method is analytical (analysis of literary sources and the Internet). In the wording of the Law of Ukraine No. 3441-IX dated 08.11.2023 «On Amendments to Certain Legislative Acts of Ukraine on Clarifying the Powers of Civil Protection Entities, Improving the Legislation on Protection of the Population and Territories from the Consequences of Disasters, Organizing and Conducting Evacuation of the Population, Ensuring Protection of Life and Health of Citizens», Article 32 (clause 2 ) of the Civil Protection Code is set forth in a new wording, in which the term «prefabricated civil protection structures» is deleted and the term «Primary (mobile) shelter» is introduced. «Primary shelter» is a new type of collective means of protection intended for short-term (up to 4 hours) protection of the population on the ground by reducing the indirect effects of conventional weapons during military (combat) operations. Given the above, it is important to define and establish requirements for primary shelters and their protective properties, namely, to amend the national standard DSTU 9195:2022: Modular type rapidly constructed civil defense protective structures, i.e. Amendment № 1. The introduction of the new type of collective protective equipment «Primary Shelter» also required the development of a new version of the standard «Primary (Mobile) Shelters.
