A SWOT analysis of the state of Ukraine's energy system under wartime conditions has been performed, identifying key challenges. A theoretical model of a "green" resilient local energy system has been developed, which incorporates solar, wind, and biogas energy sources, as well as energy storage systems (lithium-ion batteries, hydrogen systems), while considering crisis conditions and the needs of local communities. A concept for constructing a hybrid control system for micro/mini hydropower plants (HPPs) has been proposed, integrating classical control laws with fuzzy logic to ensure adaptation to changing external conditions and network operating modes. A mathematical model of micro/mini HPPs has been developed, accounting for the specificities of autonomous operation and uncertainties in consumption parameters, determining the transition process times, frequency, and voltage deviations. Criteria for synthesizing the hybrid control system have been identified, and the application of hybrid filters based on a combined passive-active circuit design has been substantiated to ensure the required electromagnetic compatibility performance.
