An institutional basis for the structural transformation of the business sector of Ukraine (STPSU) has been developed in terms of: a system of imperatives for ensuring the state mechanism for regulating the development of the processing industry (competition, demonopolization and fair distribution of resources, investor protection, de-oligarchization, effective and independent antitrust authorities, improvement of public procurement procedures); adaptation of state statistics of Ukraine in the field of innovations to the requirements of European standards, which involves identifying gaps in the national statistical methodology, taking into account the requirements of EU regulations and recommendations; restoration and increase of human capital: promotion of return migration of scientists and IT specialists, revision of educational programs of technical and vocational education, stimulation of enterprises to train personnel by exempting from taxation part of the enterprise's profit, which is directed to payment of personnel training; methodical approach to formation of state socio-economic policy, based on leveling of negative influence of factors, which prevent expansion of internal market in Ukraine. The concept and system of instruments for realization of special functions of the mechanism of state regulation of development of processing industry have been developed, which, unlike existing ones, gives its complex representation as a set of a number of components: target component; subject component; functional component; instrumental component; normative component; resource component.
