Bondarenko, Доктор юридичних наук Registration Date 31-12-2024 Organization Sumy State University popup.description1 The goal is the formation of a scientifically and practically justified model of combating corruption as a threat to the financial, economic and national security of the state, in the conditions of martial law and post-war reconstruction, based on the synthesis of research results and the development of proposals for amendments to the current legislation regulating social relations in this area popup.description2  Within the first stage of the research "The Impact of Corruption on the Development of the State’s Financial and Economic System", a cause-and-effect relationship was established between the level of corruption offenses and the stability of Ukraine’s financial and economic security. It has been proven that high levels of corruption negatively affect financial and economic security through reduced transparency of the investment climate, losses in the state budget, and complications in the banking system functioning. The main determinants of corruption in areas with the highest budget funding under martial law have been identified, particularly in defense, healthcare, and infrastructure restoration. It was established that key factors contributing to corruption include weakened control mechanisms, accelerated procurement procedures, and limited transparency in decision-making. Potential corruption risks in the context of post-war reconstruction were investigated, revealing that infrastructure reconstruction, healthcare, and defense industry sectors will be most vulnerable.
