It has been proven that high levels of corruption negatively affect financial and economic security through reduced transparency of the investment climate, losses in the state budget, and complications in the banking system functioning. The main determinants of corruption in areas with the highest budget funding under martial law have been identified, particularly in defense, healthcare, and infrastructure restoration. It was established that key factors contributing to corruption include weakened control mechanisms, accelerated procurement procedures, and limited transparency in decision-making. Potential corruption risks in the context of post-war reconstruction were investigated, revealing that infrastructure reconstruction, healthcare, and defense industry sectors will be most vulnerable.
