The object of the study is youth policy at the level of communities. The purpose of the study: scientific substantiation of motivational factors and forms of youth participation in the formation and implementation of youth policy at the level of territorial communities. Research methods: analysis and synthesis, induction and deduction, content analysis, supplemented by secondary and comparative analysis. Results. The existing model of youth participation in the formation and implementation of youth policy at the level of territorial communities differs significantly from the theoretical principles that underlie its construction, because, being based within the framework and limits of youth policy, it brings to the fore quantitative indicators and scores that actually become goals, which does not affect the achievement of qualitative changes in the behavior and attitudes of young people. The universal need for young citizens to have access to participation in governance is limited by the participation of young people in the formation and implementation of youth policy, which deepens the isolation of young people from the community, because young people do not feel their connection with the community, therefore they seek a better life outside its borders, and the community, in turn, loses part of its most productive resources. It has been established that those communities are more successful in which mechanisms for direct involvement of all community residents in the implementation of local self-government are widely used. A model has been developed, considering youth as carriers of positive community potential, rather than as consumers of services within the framework of youth policy; nvolving youth in the system of shared community management.
