The purpose of the work is to develop mathematical models, methods and cloud computing technologies to improve the manageability of the economy at different levels of management, the development of knowledge-intensive industries and high technologies, and increase labor productivity in various areas of urban space. Research methods are comparison, analysis, synthesis, mathematical modeling, multi-criteria optimization, regression analysis, artificial intelligence methods. A comprehensive study of modern approaches to information modeling and management in various areas of urban infrastructure was conducted with an emphasis on determining the place of cloud services in the city's information infrastructure. The main limitations in the implementation of cloud services were identified. Mathematical models, innovative methods of data digitization and algorithms were proposed that allow optimizing decision-making processes, resource management, and information security. The multi-criteria assignment problem is considered, provided that the set of exogenous parameters of the model is not only quantitative, but also qualitative in nature. A formal statement of the problem is constructed, a software implementation of the model and its numerical study are carried out. The analysis of the main transport protocol - SCTP, which is used in the implementation of cloud technologies is carried out. The problem of modeling the data transmission process using the SCTP protocol as a mass service problem with group service is solved. The problem of countering cyber threats to information and telecommunication systems of a modern city is considered.
