The object of the study is the defense resources management system. The purpose of the work is scientific and theoretical substantiation of recommendations for carrying out measures for resource provision of the state’s defense capability. Research methods are based on a complex of general scientific methods, namely: systemic, comparative, analytical, statistical and structural-functional analysis. This research report is final and interconnected with previously conducted research within the framework of the “Impact” research project. The report contains generalized results of work on improving the scientific and methodological apparatus for supporting the processes of program management of defense resources in Ukraine and recommendations for improving measures for resource provision of the state’s defense capability. The research identifies a list of critical risks and problematic issues in the system of resource provision of defense forces components, analyzes the process and describes the domestic model of public procurement for the needs of the defense forces, and identifies ways to improve it. The materials of the report are expedient to use for the implementation of defense resource management according to the program-project methodology in the practical activities of the Ministry of Defense, the General Staff of the Armed Forces, commands and other interested structures, development and support of defense programs in the context of the implementation of defense planning focused on capabilities.
