The purpose of the work is to reproduce seasonal and interannual variations in the characteristics of the ionosphere, electromagnetic fields, and signals in high-latitude regions. At this stage of the implementation of the joint research Program between the NAS of Ukraine and the EISCAT Association, the main attention was focused on solving the following tasks: 1) ensuring the continuation of continuous measurements of the spectral characteristics of electromagnetic ELF fields and HF signals in the Arctic, Antarctica and Poland; 2) analysis of data of vertical sounding of the ionosphere in the Arctic during of different seasons of the year close to the minimum and maximum of solar activity; 3) restoration of regular daily and seasonal variations of HF signals at probing high-latitude radio lines; 4) study of the impact of a total solar eclipse and magnetic storms on the ionospheric heights, and response due to HF radio channels; 5) two-position (Arctic - Antarctica) monitoring of powerful bursts of ELF radiation; 6) recovery of the spatial-temporal distribution of super-powerful lightning discharges and global thunderstorm activity. As a result of the analysis of data from multi-position coherent measurements of the HF signals during the total solar eclipse on April 8 of this year, the original phenomenological model of the change in the electron density of the ionosphere in proportion to the area of shielding of the solar disk by the lunar shadow was verified. According to ten-year temperature observations at 10 thousand meteorological stations, temperature trends in Antarctica and the Arctic were estimated.
