A review of the relevant normative-and-legal acts and regulatory documents was competed. The principal requirements for the manufacture and trade of motor vehicles and their components which have identification numbers, as well as for the admission of vehicles to road traffic and their state registration, are defined in Articles 29, 30 and 34 of the Law of Ukraine “On Road Traffic”; the requirements for the conversion of vehicles are defined in the first and second parts of Article 32 of the Law of Ukraine “On Road Traffic”. Priorities in the matter of ensuring the accessibility of motor vehicles for persons with disabilities have been determined. The major ones are the strengthening of inspection of the presence of registration documents of vehicles with manual control, drawn up in accordance with the requirements of current legislation; introduction of license plates of a separate series, which enable identification of such vehicles participating in road traffic; the manual control mechanisms shell meet the mandatory requirements of the rules and regulations in terms of ensuring the safety of the construction; stimulation of domestic manufacture of vehicles equipped with manual control mechanisms; introduction of an effective and transparent system of inspection of the technical condition of vehicles, in particular, ones with manual control mechanisms installed. Recommendations have been developed for the implementation in Ukraine of a set of measures to ensure accessibility to driving vehicles for persons with disabilities.
