The purpose and objectives of the study: to outline the problems of public finance management, to substantiate the essence and features of the public finance management mechanism and to develop practical recommendations for increasing its efficiency. Research methods: complex analysis (for studying the theoretical foundations of the functioning of public finances), comparison and systemic approach (for analyzing the problems and practices of the functioning of public finances), methods of generalization and detailing (for developing proposals for improving the public finance management system). Scientific novelty: The composition of public finances is specified, it is substantiated that they include funds from international organizations, interstate aid, which allows us to focus on ensuring the efficiency of the use of these funds. The features of public finance management in Ukraine under martial law are summarized. Measures are proposed to increase the efficiency of public finance management at two levels (macro- and micro-levels).
