Monitoring and evaluation allow program managers and decision-makers to assess how activities/projects are developing in the process (monitoring); to investigate the effectiveness of program implementation, to identify inconsistencies between planned and achieved results (evaluation); to identify changes in the youth environment and the factors that caused them (impact assessment). The introduction of a system for monitoring and evaluating the results of activities and projects implemented in the youth sector requires the development of appropriate tools and methodologies, recommendations to the Ministry of Youth and Sports and youth work actors regarding the conditions and mechanisms for organizing and conducting evaluation and monitoring of youth activities, projects and programs at both the national and local levels. The object of the study is the mechanism of implementing youth policy in the context of decentralization. The subject of the study is the processes that occur in the youth sphere at the regional and local levels, and ways to optimize youth policy in the context of decentralization. The purpose of the study is to determine modern mechanisms for implementing youth policy in the context of decentralization. Tasks that need to be solved to achieve the goal 1. To carry out a theoretical and methodological justification of the subjects of youth policy implementation and the level of their interaction. 2.
