The project aims to define the legal framework for restricting freedom of expression in the current state of digitalization of information relations and the specific historical and geopolitical reality in which Ukrainian society has turned out to be; to determine the possibilities and feasibility of applying the model of military censorship in Ukraine and to create a methodology for assessing information content for applying reasonable, proportionate, and legal limitations

 The project involves conducting a comprehensive applied study aimed at defining the legal framework for restricting freedom of expression, taking into account the current state of digitalization in information relations and the specific historical and geopolitical conditions in which Ukraine finds itself. The authors propose hypotheses on the necessity of distinguishing prohibitions related to public interest from restrictions on criticism of the authorities and justify the legal and factual feasibility of applying a model of military censorship in Ukraine. Based on a transdisciplinary approach, the project envisions the development of a methodology for assessing information content to determine the application of justified, proportional, and lawful restrictions. It also includes drafting proposals for improving current legislation by aligning it with European Union law standards and providing recommendations to law enforcement agencies on identifying contentious texts
