The authors propose hypotheses on the necessity of distinguishing prohibitions related to public interest from restrictions on criticism of the authorities and justify the legal and factual feasibility of applying a model of military censorship in Ukraine. Based on a transdisciplinary approach, the project envisions the development of a methodology for assessing information content to determine the application of justified, proportional, and lawful restrictions.
