A system of indicators was developed to assess the actual and potential volumes of forced migration of educators and students, as well as labor losses due to the war. This system allows us to clearly assess the scale of migration processes and their impact on national intellectual capital. 2. A matrix of benchmarks for educational re-emigration programs has been created, based on an analysis of the international experience of countries that have restored intellectual capital after armed conflicts. The matrix takes into account the specifics of martial law in Ukraine and includes recommendations for adapting international practices to national conditions. 3. A roadmap for the educational re-emigration of students and teachers based on multivariate regression analysis has been developed. The roadmap provides for minimizing the loss of intellectual capital and identifies sequential steps for the return of educational migrants to the national education system. 4. A roadmap for restoring innovation potential based on the method of minimizing losses has been developed. It includes detailed recommendations for government agencies and educational institutions to support educators and students who have been forced to leave the country or move to other regions.
