The purpose of the research work is to ensure the resilience and protection of critical infrastructure facilities by substantiating the requirements for measures to protect critical infrastructure from man-made and natural threats. The article uses a combination of general scientific and special methods, namely: analysis (to identify security requirements for CI objects from regulatory legal acts), synthesis (to combine various provisions of regulatory legal acts on security requirements for CI objects into a single whole), generalisation, and abstract and logical method (to determine the content and correlation of the main provisions of security requirements for CI objects). The information base of the study is the legal acts of the legislative and executive authorities of Ukraine, materials published in professional periodicals and the Internet, in particular on the official websites of the state authorities of Ukraine. As part of the research work, an analysis of the legislative requirements for the principles, priorities, strategic objectives, and approaches to critical infrastructure protection was carried out, and a review of scientific publications and information on determining the requirements for the protection of a critical infrastructure facility under the national-level projected threat of ‘Fires and Explosions’ was carried out. The author also analyses the experience of the EU and NATO countries in determining the requirements for the protection of critical infrastructure facilities from man-made and natural threats.
