A direct connection between the environmental situation and demographic indicators has been established, and tourist revitalization of industrial heritage as a means of ecological and economic development has been substantiated. A clustering tool has been developed to increase the efficiency of recreational resource management, which allows the optimization of regional potential and the promotion of strategic investment planning. A scheme of organizational and economic support has been proposed, which contributes to the neutralization of land degradation, its rational use and the sustainable development of rural areas. Approaches to selecting objects for revitalization have been developed, considering historical, cultural, economic and environmental significance, and methods of integrating the community into the development process have been proposed. An integrated model for assessing the tourism potential of local and regional tourism and recreation systems is proposed, contributing to a balanced development strategy, including adapting industrial facilities to new functions. A multifactorial approach to transforming industrial lands for tourism is substantiated by considering legal, infrastructural, environmental and social aspects.
