The purpose of the research: to study the impact of socio-economic, environmental, psychological, behavioral, medical, and socio-political determinants on health in order to justify public measures to reduce or prevent their adverse impact. Research methods: social-hygienic, sociological, psychodiagnostic, analytical, mathematical. An environmental assessment was conducted based on indicators of pollutants and radionuclides during emissions into the atmospheric air and discharges into surface water bodies of the SUNPP. The areas with the highest and lowest rates of morbidity among children and adults in this territory have been identified. During the war, a restructuring of the hierarchy of values took place. The guidelines for maintaining health are fully consistent with the chosen component integrity of values. The level of socio-psychological tension in the population has increased and the structure of the GHQ28 scales has changed: anxiety is at the top, followed by social dysfunction and somatization. Factors influencing health status and the level of socio-psychological tension have been identified. The peculiarities of the interaction of the local authorities of the South Ukrainian urban territorial community with institutions, establishments, and services have been identified. The most active cooperation is with social services; high – with SUNPP and libraries; medium – with medical institutions, the State Service for Food and Consumer Protection. During 2022–2024, the community budget will increase expenditures on healthcare, social protection, and protection against Russian aggression. An expert assessment of types of medical care, epidemic preparedness, and emergency response was conducted. Areas of use: NAMS, Energoatom, SES, Ministry of Health of Ukraine.
