The developed integrated planning model reduces costs, improves transportation efficiency, and ensures the availability of goods and services for various social groups. Special focus is placed on the use of digital technologies, such as Geographic Information Systems (GIS) and automated logistics management systems, to enhance planning accuracy and responsiveness to changes. The scientific novelty of the study lies in the creation of a comprehensive approach to restoring logistics systems, which combines the analysis of existing infrastructure constraints with strategies for their adaptation to new conditions. The proposed methods include mechanisms for integrating passenger and freight flows, contributing to the resilience of the transport network. The study’s results have high practical value and can be applied to planning the recovery of logistics systems in large cities and regions affected by armed conflicts, fostering their sustainable development.
