General and sectoral components of recovery under such a scenario should include: building the economy of the future: economic development based on decoupling – growth of macroeconomic indicators and reduction of pressure on the environment. In particular, this involves the process of decarbonization – reducing carbon emissions into the atmosphere and increasing the carbon and water productivity of the economy; reduction of waste generation; eduction of air and water pollution; development of circular economy. In addition, green reconstruction should focus on the conservation of natural capital, including water and land management, biodiversity conservation; as well as improving the quality of life, including environmental quality. Also, green reconstruction should ensure the construction of a basis for green investments and green innovations, state assistance to green sectors in priority areas, and the creation of green jobs. Therefore, the aim of the research is to solve the problem of ecologically clean recovery of Ukraine on the basis of the consistent development of society, economy and the state, that is, the use of green tools to achieve the set goals, effective mechanisms for integrating environmental problems into the decision-making process and clear environmental conditions for the implementation of sectoral projects. popup.description2 Economic phenomena are analyzed from the standpoint of new pragmatism in the context of the "triad" of sustainability (economic, social and environmental components) and the imperative characteristics of green reconstruction are assessed (acceleration of the exploitation of natural resources; climate change; formation of a new ecological order; ecological and food security). The dominant factors in the formation of the paradigm of ecological sustainability are assessed (exceeding the ecological limit; the Paris Agreement; changes in public attitudes of producers and businesses regarding the use of fossil resources; global economic losses; the UN Sustainable Development Goals, which have a strong connection with circular practices, the participation of the WTO in supporting new technologies, minimizing waste production and promoting circular trade).
