The differences between the levels of economic security, their characteristics and assessment methods are identified, which allowed to outline the main threats to the urban economy, including dependence on foreign markets, migration processes and the impact of innovative technologies. Recommendations are proposed to strengthen the adaptability of the economy through the development of local infrastructure, strategic planning and strengthening financial stability. The problems of state regulation of innovation activity at the regional level are studied. The analysis of the current state of innovation development in the regions has revealed factors that impede the effective implementation of innovations. A number of measures are proposed to improve the situation, in particular, to improve legislation and stimulate investment. The macroeconomic factors influencing innovation in construction are studied. The necessity of modernising the technical and technological bases, introducing energy-efficient technologies, digital platforms for open innovation and modernisation programmes for existing facilities is substantiated. Particular attention is paid to the stakeholder-oriented approach to the formation of an intelligent economic system and determining the investment attractiveness of construction enterprises. The relationship between sustainable development and the competitiveness of enterprises is considered, the importance of integrating the principles of sustainable development into business strategies is emphasised. The prospects for integrating digital technologies and behavioural approaches into the processes of post-war reconstruction of Ukraine are analysed.
