Domestic and foreign experience, standardized practices, and guidelines of international organizations on how to overcome these problems and ensure sustainability, revitalization, and development of territories and communities are summarized. A conceptual vision of the approaches and tools’ choice for the effective transformational changes implementation and ensuring relevant processes’ continuous improvement is formed. A set of systemic tools for ensuring the sustainability, revitalisation and development of territories and communities in the post-war period, based on the implementation of programmatic-targeted and smart approaches to the implementation of strategies, programmes and projects of local and regional development in various areas of public administration, has been substantiated; the tools for improving the efficiency of public administration in communities have been adapted to modern conditions. Methodological and technological support of public administration activities was developed using approaches, models, methods, scientific and practical recommendations to overcome the problems arising in ensuring sustainability, revitalisation and support for the positive dynamics of development of territories and communities, in particular, in the conditions of war and the post-war period. Recommendations for the use of the proposed tools in public administration and administration at the local and/or regional level were developed and tested.
