This is based on an integral balance of academic mobility, academic hermeticity, and the improvement of scientific and pedagogical qualifications in the context of the challenges posed by Ukraine’s post-war innovative economic recovery. Research Methods – Theoretical methods of institutional analysis, economic-mathematical modeling of innovation and scientific activities, methods of scientific abstraction and generalization, as well as methods of innovation management and scientific activity governance. Key Scientific Contributions: Improved: Strengthened theoretical and methodological foundations for enhancing young scientists' role in higher education by balancing academic mobility and hermeticity, considering post-war economic recovery and innovation-driven educational and scientific activities. Refined institutional support for young scientists through inclusivity and preferential measures, optimizing funding to boost educational and research competitiveness, modernizing research infrastructure, shifting from quantitative to qualitative evaluation of scientific potential, promoting open science for transparency, and integrating into the European research space for broader international access.
