The purpose of the study is to substantiate the theoretical-institutional concept of systemic reform of the main spheres of modern Ukrainian society in order to determine the main political, economic, legal, socio-cultural and network obstacles, their consequences, and overcoming conditions for the further effective socio-political development of Ukraine. A model of social dialogue was developed in the context of the European integration of Ukraine. The understanding of the Ukrainian model of social dialogue in the context of European experience has been expanded, and ways of adapting Ukraine's social policy to the standards of the European Union have been proposed. Recommendations have been developed regarding organizations and improving the management of internal and external phenomena that can provoke social tensions in civil society. Cases of diplomatic negotiations of Ukraine with EU countries are considered, taking into account the specifics of the country's political culture, the «soft power» tools of public diplomacy, which allow improvement of a state's image, are analyzed and defined.
