It is proved that the majority of post-Soviet countries have failed to implement a sustainable development strategy for more than thirty years of state independence. According to the criterion of cultural and civilizational affiliation and new international subjectivity of post-Soviet countries, a model of dividing all fifteen newly independent states that emerged after the collapse of the USSR into two conditional groups is substantiated. The first group includes countries that in their socio-economic development have taken a course towards a Western or innovative model (Estonia, Latvia, Lithuania, Ukraine, Moldova and Georgia). The second group consists of countries whose socio-economic development is based on the principles of an extensive economy, rich natural resources and export of raw materials (the Russian Federation, Belarus, Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, Azerbaijan, Turkmenistan and Armenia). The most defining features of the socio-economic transformation of most post-Soviet countries were clarified and revealed. The concept was substantiated that all former Soviet republics, which were part of the USSR as raw material appendages of more developed regions and after thirty years of independent state existence could not overcome the colonial structure of their economy. According to the model of socio-economic development, we typified post-Soviet countries into three conditional groups: states of oligopolistic capitalism, state capitalism and peripheral capitalism.
