An assessment of Ukraine's aqua-food system in terms of food security has been conducted, identifying key threats: low fish and seafood consumption, dependence on imports, and low economic accessibility of products. A comprehensive approach to the development of the aqua-food system has been proposed, ensuring effective interaction among participants in the production and distribution chain, increasing added value, integrated investment, coordination of value creation stages in the sector and alignment of input components based on a resource-process matrix model. The best global practices for implementing blue economy strategies have been summarized, and their effectiveness in formation of aqua-food systems has been evaluated. It has been proven that the stable growth of marine industries depends on national legislation in the field of the blue economy, emphasizing the need to establish an appropriate legal framework, stimulate investment and innovation, and develop regional programs. The process of "blue" transformation of aqua-food systems has been revealed, considering structural changes at the level of firms, households, intra-sectoral and inter-sectoral transitions, and the national economy, with a focus on increasing added value, environmental sustainability, and competitiveness in global supply chains. Institutional foundations for the development of the blue economy in Ukraine have been proposed, including the integration of the regional aspect into spatial planning of aqua-food production, the creation of a state fisheries development fund, programs for restoring water quality in fishery water bodies, and the introduction of localization levels for aquatic bioresources and their products.
