Purpose - to improve and develop the state system of environmental management, namely the implementation of the principles of good environmental governance, to maintain a constant dialogue with stakeholders on the preparation and adoption of strategic decisions by developing a scientific and methodological framework for the environmental activities of the executive bodies of ATCs and the interested public of Ukraine. Research methods - analysis of the legislative and regulatory framework of SEA and practical application of methods for comparing the options of the BDS according to environmental criteria, synthesis of the components of the studied materials in the development of a new recommendation document. The strategic challenges for the development of infrastructure of Ukrainian amalgamated territorial communities in terms of SEA, taking into account the consequences of Russian armed aggression, are identified. An analysis of the legislative, regulatory and methodological framework for environmental assessment of the state of ATC infrastructure was carried out. The Methodological Recommendations for the implementation of the SEA and post-project monitoring of the PPP for the development of the ATC infrastructure have been developed. Implementation will facilitate the realisation of the right to a safe environment for life and health and to compensation for damage caused by violations of this right under martial law, as well as increase the efficiency of capital investments and investments in the development of ATCs.
