A scientific concept, ways and means of updating the current methodological tools of MPD in Ukrainian water legislation have been developed. The properties of objects of standardization of discharges with return water of point sources into surface waters and other basic concepts have been identified. Requirements for the content of methodological documents on the standardization of MPD of pollutants into water bodies with return waters have been determined. The draft "Instructions for the development of standards for maximum permissible discharges of pollutants into water bodies" (first edition) has been developed. An analysis of the ecological and legal directions and features of the update of the Ukrainian regulation of pollutant discharges in the draft Instructions has been carried out. A technical task has been developed to involve a specialized executing organization in the creation of mathematical models for calculating MPD`s standards and a computer program for implementing MPD`s standards calculations.
