The purpose of the work is to increase the environmental safety of proceedings under the conditions of martial law and post-war reconstruction of the planned activity, the types and objects of which belong to the list of environmentally hazardous. Results and their novelty – general methodological recommendations have been developed regarding the content and procedure of drawing up a plan and report of post-project monitoring (PPM), which highlight the methodological problems of organizing and conducting PPM from the moment of receiving a conclusion from the EIA to drawing up a report on PPM. The criteria for the need to conduct PPM, general requirements for the terms, content and order of drawing up the plan and report on PPM have been formulated. The volumes of conducting and analyzing the results of the PPM, necessary and sufficient to detect deviations from the predicted levels of impact, to assess the actual impact on the environment and the effectiveness of implemented environmental protection measures, have been determined. The general recommendations correspond to the Law of Ukraine "On environmental impact assessment" and "Methodical recommendations for post-project monitoring", approved by the order of the Ministry of Environment of March 15, 2024 No. 291. The recommendation document is intended for use by economic entities, regardless of ownership, responsible for economic activity in Ukraine, state and local self-government bodies, and the public.
