FISCAL POLICY, MARTIAL LAW, POST-WAR ECONOMIC DEVELOPMENT, FINANCIAL INTERACTION OF GOVERNMENT AND ENTERPRISES, TAX GAP, TAX ADMINISTRATION, EDUCATION, HEALTHCARE. The object of the research is the fiscal policy of wartime and post-war reconstruction. The research purpose is to determine the strategic objectives and instruments of the fiscal policy in conditions of wartime and post-war reconstruction; to develop proposals and recommendations for changing the concept of fiscal policy for the post-war development of the national economy. The research methods – systemic and historical and logical analysis, structural and functional analysis, statistical comparisons, graphical representation, economic and mathematical modeling, etc. The influence factors of the risks of martial law and post-war economic development on the sustainability of public finances have been identified, approaches to the implementation of tax potential available in Ukraine have been developed; financial factors for the formation of innovative foundation of the post-war revival have been identified, a special tax regime has been developed for manufacturers of products of the military-industrial complex; forms of shadowing of business finances in Ukraine and ways of capital loss as a result of its intentional withdrawal have been systematized, additional measures of control over the circulation of liquid capital and the income of significant creditors have been identified; the priority directions of fiscal policy were substantiated to meet the needs of labor market and financial provision of healthcare, proposals were developed to change the concept of fiscal policy to ensure post-war development of national economy. The results of the research can be used by national authorities in developing strategic documents for economic development and draft regulatory legal acts to improve the fiscal policy of Ukraine.
