Special attention was given to studying organizational forms and practices of the associations, which were innovative methods of uniting people for the Russian Empire in the early 20th century. These associations performed functions traditionally attributed to the state, thus introducing a new approach to addressing social tasks. Over time, they became examples for organizing local self-government bodies. The permanent inspector commissions were economic associations of insurers with joint-stock ownership forms, playing a key role in regulating and coordinating insurance activities. They served as regional insurance centers, ensuring the implementation of market mechanisms, controlling rates, eliminating unfair competition, and monitoring risks within their jurisdiction. The All-Russian Society of Inspectors of Joint-Stock Insurance Institutions, founded in Kyiv, aimed to unite insurance industry employees to address professional, educational, domestic, and personal issues, as well as to protect their rights. During World War I, associations such as permanent inspector commissions demonstrated their ability to adapt to the challenging conditions of wartime, ensuring the stability of insurance activities in their regions. With the onset of the Ukrainian Revolution, the first initiatives to establish national insurance associations emerged.
