These events caused large-scale human losses, population migration, destruction of infrastructure, temporary occupation of territory, loss of sources of income and increased burden on the social security system, etc. In the conditions of such challenges, the state must significantly strengthen its efforts to ensure the physical and social security of its citizens. In order to achieve public and social goals, it is necessary to change approaches to the regulation of economic processes and the formation of social relations. These approaches should be based on the adaptation of state authorities and local self-government to the conditions of the external environment in which communities function. The work analyzes the main tasks of ensuring effective management of resources, which includes effective formation and rational allocation of the budget, diversification of funding sources, fight against corruption, implementation of financial transparency mechanisms, encouragement of economic activity and development of communities and support of enterprises.
