The subject is ways to improve the efficiency of financing the general secondary education system. The purpose is to develop approaches to modelling and creating models for assessing the effectiveness of budget financing of school education at the regional level of Ukraine and the level of European countries as components of information-analytical technologies to improve educational management. The main results are an assessment of the problems of financial support for general secondary education, identification of changes in the funding mechanism during martial law; regulatory and legal regulation of financial support for complete general secondary education; analysis of educational subvention funds distribution; formation of approaches to assessing the effectiveness of budget funding; model assessments of the effectiveness of funding for general secondary education; international experience of PISA results of secondary education financing; analysis and systematisation of approaches to financing secondary education in successful countries; defining prospects for secondary education financing in Ukraine. The novelty lies in the development and substantiation of improved methods of economic and mathematical modelling of the efficiency of financing general secondary education, in particular, based on DEA (Data Envelopment Analysis), which allows for assessment and analysis of the efficiency of financing in the context of administrative-territorial units, starting from the level of territorial communities. The scientific and practical value lies in the formation of effective tools for the allocation of financial educational resources, defining best practices in education management that can be borrowed; identification of factors influencing the effectiveness of funding, important for their consideration in educational management.
