The research aims to formulate and substantiate this concept by integrating the best practices of both Ukrainian and international scientific organizations while considering the specific operational challenges faced by Ukrainian institutions during wartime and post-war reconstruction. As a result of the study, key theoretical provisions and regulatory frameworks of the European Research Area and the European Higher Education Area were analyzed and synthesized, alongside an assessment of Ukraine’s legal and institutional landscape for implementing open science principles. A critical review of existing policies and practices in Ukrainian and foreign scientific organizations and higher education institutions was conducted. Based on this analysis, the Concept for the Development of Open Science in a Scientific Organization was formulated, outlining its objectives, principles, priority tasks, and key areas of activity necessary for embedding open science practices. Additionally, a theoretical model for the development of open science within scientific organizations was proposed. The practical significance of the research lies in its applicability for scientific organizations, higher education institutions, and public organizations. The findings can support the formulation and implementation of open science policies, the development of educational and scientific programs, and the enhancement of professional training programs for researchers and academic staff in open science.
