A system toolkit and morphological models were developed for planning the development of urban underground infrastructure with the target function of safety. Their application gives city self-government, state authorities, interested public organizations and investors effective opportunities for making project decisions, based on systemic positions and the social weight of risk factors, in particular - in conditions of military and terrorist threats, which can be considered as an important process of transformation of scientific methods in management actions. An evaluation of the development routes of the underground transport infrastructure was carried out and ratings (priorities) were obtained regarding the expedient sequence of tunnel construction, taking into account the hierarchical weight of the critical infrastructure protection criterion. A mathematical model of the soil massif as a multicomponent visco-plastic medium with a variable viscosity coefficient has been developed, which should be recommended for studies of the stability of underground structures under critical influences using numerical methods. 17 publications were made, of which 8 were published in publications indexed by Scopus and/or Web of Science scientometric databases.
