It is substantiated that functional stability is a necessary characteristic of information systems of critical infrastructure objects (IS CIO), which ensures the performance of specified functions in conditions of the occurrence or manifestation of software and hardware defects that lead to failures and failures. The concept of functional stability of IS is defined and formalized. It is proposed to consider ensuring the functional stability of IS CIO as a process of maintaining the current vector of quality of IS functions in certain intervals in a given period of time due to the activation of special means and mechanisms of survivability. It is proposed to apply modern cybersecurity practices to increase the functional stability of the IS CIO and critical infrastructure as a whole. It is proposed to integrate the IS CIO into the IS of critical infrastructure by creating unified information space (UIS) that will ensure interoperability at all levels of the model. It is proposed to use a reference model, general rules and methods for ensuring interoperability and compatibility of geospatial data sets and geoinformation services to unify the IS CIO on the scale of the UIS. A methodology for forming the information resource of the UIS IS CIO as a hierarchy of interconnected information objects of different levels of generalization for different levels of users of the IS CIO, which allows effectively determining and satisfying the information needs (IN) of users of different levels, is proposed. Approaches to modeling IN based on functional decomposition, ontologies, and recommender systems are proposed.
