Purpose of the Study – to justify the feasibility of modernizing public authority and public governance in Ukraine based on the fundamental principles of the European Union member states. Research Methods. The study employs a systemic approach to analyze new public management, new institutional theory, and "governance" as a new mode of administration. Comparative analysis methods are used to explore the possibilities of implementing these theories and approaches in domestic practice. Statistical methods are applied to assess the effectiveness of the EU’s foreign policy in the development of the Eastern Partnership. The use of the monographic method allowed for the identification of historical stages in the formation of a new paradigm of public governance in EU member states and the theoretical components of foreign policy implementation. Scientific induction methods formed the basis for drawing conclusions and recommendations regarding the modernization of public authority and public administration in Ukraine. It has been established that the modernization of EU member states was based on a new perception of the state, which is no longer seen as a coercive mechanism. Instead, it is perceived as one of the links in a governance system that also includes businesses and civil society organizations. This shift led to a new attitude of businesses toward the state: the private sector began to view the state as its client. Transformations have come to be understood as changes in the “modus operandi” of state structures. Their reorganization was accompanied by the introduction of principles previously characteristic only of private enterprises.
