The most relevant public health, financial, behavioural, socio-economic determinants that influenced the resistance of the performance indicators to the absorption of shocks caused by COVID-19 were identified. The temporal patterns of the influence of relevant determinants on performance indicators were identified. The channels of the spread of shocks caused by the pandemic were determined by identifying explicit and latent patterns of the influence of relevant factors on performance indicators and formalizing the patterns of synergistic reinforcement of their mutual influence. Internal and external impacts that determine the resistance of performance indicators to the destructive impact of the pandemic have been identified, and the corresponding instruments of state interventions for post-pandemic recovery have been formalized. The efficiency of the financial support of the public health system has been assessed. A roadmap for post-pandemic recovery of macroeconomic stability, national security, and local community resilience has been formed, taking into account the identified previously patterns.
