This is a search engine and database that calculates metrics based on open Crossref data, forms ratings of Ukrainian journals based on the number of their publications and citations, and enables tracking of publication activity and citations of Ukrainian scientists primarily in the socio-humanitarian direction. OUCI represents an open research approach to the scientific process, ensures the rapid circulation of high-quality freely available information: 1. To process the sources of the project issues for the last 3 years. 2. Investigate the operation of the OUCI service since 2019. in terms of structuring and building an index model. 3. Analyze leading Ukrainian and international databases, implement the latest tools, approaches to working with metadata and search optimization of OUCI. 4. Investigate user issues, develop, test and integrate new modules, OUCI functions. popup.description2  As of December 2024, the Open Ukrainian Citation Index (OUCI) indexes over 160 million publications worldwide, including 638,722 publications in 1,836 Ukrainian journals spanning various scientific fields from 366 domestic publishers. OUCI is built on the principles of open science, providing free access to citation data for scientific publications. This transparency ensures unbiased evaluation of research outputs and enables unrestricted tracking of scientific impact. Additionally, it facilitates open access to information about scientific activity in Ukraine. OUCI enhances the international visibility of Ukrainian researchers by indexing publications in both Ukrainian and English, fostering collaboration with global scholars and increasing the citation rates of Ukrainian works on a global scale. Integration with international scientometric systems (e.g., Crossref, Web of Science, Scopus) strengthens connections to the global research community. During the project, the OUCI service (operational since 2019) was analyzed in terms of structuring and building its index model. Key achievements include optimizing search functionality for author queries, DOI, ORCID, and other publication identifiers; enabling fuzzy search and resolving issues with incorrect keyboard layouts. Data synchronization for publications indexed in Scopus and Web of Science via DOI was implemented, improving processing speed through API integrations. Formatting of analytics module data and search results for export to Excel tables was developed. Additionally, the OUCI interface was updated to align with Diia and URIS system designs, and a mobile version of the website (https://ouci.dntb.gov.ua/) was created. The paradigm of open science demands dynamic changes in scientometrics. Flexibility, transparency, and interoperability of scientific systems are crucial requirements for OUCI's functionality and for promoting Ukrainian science.
